Leicester Community Electricity Aggregation (CEA) is a program offered by the town of Leicester to provide new electricity supply options to residents and businesses. Leicester CEA does not replace National Grid, the electric utility in Leicester, which continues to deliver electricity, repair outages and manage all electricity billing.
Leicester CEA is the only Town-vetted electricity program offered to residents and businesses in Leicester – beware of look-alike offers!
Program Products
Leicester CEA has a standard product, called Leicester Standard. Participants in the program receive Leicester Standard unless they affirmatively choose one of the other electricity products.

Prices for all products in the Leicester CEA program include a $0.001 /kWh commission fee. Program prices apply only to the electricity supply portion of your National Grid electric bill. Delivery charges on your National Grid electric bill are not affected by the Leicester CEA program.
Program prices apply to all rate classes. For new Industrial customers and for those customers who have previously opted-out of the program, the Program’s supplier may offer a market rate.
MA Class I RECs
The optional products contain an amount of RECs above that required by the Commonwealth. The additional RECs qualify for MA Class I designation and include generation located within or delivered to New England.

How It Works
Leicester CEA does not replace National Grid as our electric utility: they continue to deliver electricity, repair outages and manage all billing. The program offers alternatives for the Supply portion of your bill. See the Understanding Your Bill section on the National Grid’s website to see the difference between Supply and Delivery sections.

The program is open to electricity customers in Leicester – whether they are a resident, a business, a renter or an owner.
The program has voluntary participation and automatic enrollment.
- Voluntary participation: customers can leave the program at any time without penalty.
- Automatic enrollment for new customers: In Leicester, most residential and business customers are already enrolled in the program. New customers or newly eligible customers will periodically be sent a Customer Notification Letter notifying them of their choice to participate in the program or leave before it starts (opt out). Customers have 30 days to make a choice and those who do not opt out are automatically enrolled in the program. To enroll sooner, use our online form below.
- Opt-in required for some: Those Leicester residents and businesses who have already chosen an electricity supplier other than National Grid will not receive the Customer Notification Letter, though they can voluntarily opt in to the program at any time. The Department of Public Utilities advises all customers of third party suppliers to check their contract terms as their supplier may charge them a fee or a penalty to leave before the end of their contract with their supplier.

Solar electricity consumers will not be impacted and will continue to receive all net metering credits while participating in the Program.

Budget Billing and Low Income Delivery Rate customers will continue to receive those benefits while participating in the Program.
Sign Up or Change Your Program Product
During the initial enrollment period, you can use the form below to enroll in one of the optional products. Once service has begun, your choice will be reflected on your following month’s electricity bill.
If you are currently a customer of a competitive supplier, i.e., not National Grid as your Supplier, you may be subject to penalties or early termination fees from your supplier if you switch to the Program during the term of your contract with them.
Be sure to use the name and service address associated with the account.
Leaving Leicester CEA
If you do not wish to participate in the Leicester CEA program, please complete the secure online form below. There are no penalties or fees associated with opting out.
If you are not currently enrolled in the Program, and you are submitting this form before the opt out deadline shown on the Customer Notification Letter you received, then the electricity supplier for Leicester CEA, will remove you from the enrollment list. You will not be enrolled in the program.
This form is only for leaving the Leicester CEA program. If you wish to change your product choice within the program, please use the Enroll/Change Product form instead.
Please note, if you are a residential or commercial account holder, you may re-enroll in the program at a later date with no associated re-enrollment fees, but are not guaranteed the original program rate.

The Electricity Disclosure Label is prepared and periodically updated by Leicester CEA program’s electricity supplier. It provides detail on the energy mix for all program options. These documents are updated only periodically, therefore, the label available at this time may be for electricity supply from an earlier period.

Change to Your Participation
To enroll in the Leicester CEA program, use the Enroll/Change Product form above and choose the product that best suits your budget and climate goals.
To change your electricity supply product, use the Enroll/Change Product form above. There is no penalty, ever, to change from one product to another within the program.
To leave the Leicester CEA program, complete the Opt-Out form. This will return your electricity supply to National Grid Basic Service supply on the next available meter read.
